HYDERABAD: Lok Satta president Jayaprakash Narayan on Monday, urged the voters of Kukatpally to break the silence by voting for the ‘whistle’—the party’s election symbol.
Touring Kukatpally constituency along with Malkajgiri MP candidate L. Rathaiah, he interacted with people who complained about lack of drinking water, government hospitals and educational institutions as against the proliferation of wine shops, a press note informed. In turn, Dr. Jayaprakash Narayan lambasted the government for hoping to win votes through liquor and currency.
The two candidates toured HAL Colony, old Bowenpally, Fatehnagar, Moosapet and Hasmatpet. Dr. Rathaiah asked the voters to be part of a change.Interactive
Dr. Jayaprakash Narayan interacted with passengers on board a bus as part of his election campaign on Monday. Jaya Prakash Narayan was born on Jan 14th, 1956 in Vijayawada in Andhra Pradesh. He was raised in Maharashtra in the early years. He went to Telugu Medium government schools in Godavarru in Krishna District. He joined Andhra Loyola College in 1969 for his intermediate education. He obtained hisJayaprakash Narayan, is a physician, joined public administration after passing I.A.S. in 1980 standing all India second. He worked on agriculture, irrigation, technology and youth rehabilitation projects in various capacities in various districts of Andhra Pradesh. He had an eventful 16-year-long career in the government. Some of his achievements include:
Rehabilitation of 8000 youth from displaced families of the Visakhapatnam Steel Plant.
Designing the reconstruction of drainage and irrigation network in Krishna and Godavari deltas.
Strengthening the credit cooperatives and making them independent of government control.
Dr JP was involved in formulating major policy initiatives such as developing an Info‑City in Hyderabad to facilitate the growth of the software industry. Hi‑Tech City, which has grown into one of the most prominent IT hubs of India.

Second Administrative Reforms Commission constituted by the Government of India medical degree from Guntur Medical college.In spite of achievements as Indian administration officer, Dr. JP’s experience in government convinced him that faulty governance process is the biggest hurdle in India’s path of progress. He resigned from the I.A.S in 1996, as he wanted to work on grass roots for good governance. [4][5] Jayaprakash, an optimistic individual, talks about the efficacy of reforms in the governance among several other issues on various platforms in educational and political institutes. He emphasizes that democracy is for the people, of the people and by the people.Jayaprakash Narayan started Lok Satta Movement (means people power) in 1997 to educate citizens of India about voting, rights and government. Lok Satta, along with similar organizations worked on various activities like election reforms, police reforms and voter registration procedures. The movement initially started in Andhra Pradesh and later spread across the country, including Mumbai (formerly Bombay) and the Vote JUHU campaigns[6]
He has also written columns in Indian news papers like Times of India, Economic Times, Financial Express, The Hindu and Eenadu. He also worked as Television host for political programs and election coverage shows.
He started the Lok Satta political party in 2006 with clean politics and good governance as the main agenda. While launching the political party, he stated that this party aimed to enrich the political scenario in India with its true spirit and felt that it would be considered as an alternative to any other political party, since it aimed to create a true and faithful political picture in India.Lok Satta (party) contested in 2008 in the Assembly by-elections for the first time, and was able to secure second place in one of the four places (Khairatabad) it contested from. [7].His party, Lok Satta, contested again in the 249 Legislative Assembly seats in 2009 general elections. Jayaprakash Narayan himself contested from Kukatpally, and won with 15,000 votes majority over the nearest opponent. His victory is quoted as "the victory of people" as he won the election without distributing money or liquor. In his victory speech, he mentioned that his immediate priorities were improve basic amenities, drinking water, sewage and provide institutional plan for education and health care, if the government was willing and work for empowering people in Kukatpally and replicating it elsewhereJayapraksh Nararyan is married to Radha and they have a son and a daughter

Many districts in Andhra Pradesh are bigger than nearly 100 countries in the world. There is no reason why people in a district should come to Hyderabad to get their problems solved. This negates the very notion of self-governance. In order to bring governance closer to people, every district will have a District Government with all necessary powers. All local governments will be empowered with funds, functions and functionaries. Lok Satta government will bring in an institutional revolution by ensuring a Citizen centered governance process that will establish the link between taxes and services.

1. Elected District Governments

Lok Satta government will guarantee the establishment of a directly elected District Government for each district of the State.
Each district will have a directly elected premier who will Head a Cabinet of District Ministers to administer the district.
District Collector will act as the Chief Secretary to the District Government.
District Ministers will be in-charges of various portfolios such as school education, health care, agriculture, animal husbandry, basic amenities in villages and cities, employment generation, social security for poor, civil supplies, social welfare, and other local issues. Necessary funds will be devolved to local governments.

2. Empowered Local Governments

Lok Satta Government will guarantee the empowerment of district governments, panchayats and municipalities with full decision-making and implementation powers on subjects that fall within their purview.
Laws will be suitably enacted / amended to empower district governments, panchayats and municipalities.
Local governments will be responsible for providing safe drinking water, sanitation, drainage, roads, housing and implementation of various programmes, issuance of certificates and other basic amenities. Necessary funds will be devolved to local governments

3. Substantial Funds for District Government

Lok Satta Government will guarantee that 50 % of the State's annual planned budget will be transferred to district governments.
All the funds pertaining to various sectors that are being governed by the district government will be transferred to district government.
In addition to the existing funds, every panchayat, town and city in the District will get Rs 1000 per-capita every year for developmental activities. For a population of 1000, a panchayat will receive Rs.10 lakhs of additional funding. A panchayat with 10,000 population will receive Rs. 1 crore of additional funding. Similarly, for a population of 1 lakh, the panchayat will receive Rs. 10 crore as additional funding.

4. Public Participation in Governance

Lok Satta government will guarantee that people will be direct participants in the functioning of the local governments.
Committees comprised of elected stakeholders, local government representatives, and experts will manage education, healthcare, civil supplies, irrigation, and market services at the local level.
Ward committees in all municipalities and corporations comprised of members from each polling station will be instituted.
Heads of all the panchayats, municipalities, corporations and district governments will be directly elected by the people.
All government orders, instructions and files will also be maintained in Telugu.
